MINUTES FROM GENERAL MEMBERSHIP AND BOARD OF DIRECTORS MEETING
APRIL 9, 2008

Call to Order -  Meeting opened by Julie Folwell, President, at 7:00 pm. it was determined that the quorum was met by the combination of homeowners who were attending and proxies sent for those absent. The current Board members were introduced: Julie Folwell, President; Aaron Meek, Vice President (appointed to complete the term left by resignation of Tony Bushong); Mary Lou Courtney, Member at Large and Welcoming Person (appointed to complete the term left by resignation of Missy VanderKam); and the two members on the ballot who have agreed to continue: Romain Slabbaert, Treasurer, and Cora Miller, Secretary.

The Agenda for this meeting is to vote on the 2009 Budget, with projected Capital Improvement Plan Expenditures, which was mailed to you with your notice of this meeting. If this proposed budget passes, the homeowner’s annual dues will be $220.00. Also, the ballot includes three names for the Board.

Question was asked about the amortization of appliances because the schedule shown seems inadequate. These appliances don't get continual use of a household. It was explained that most of the kitchen appliances were donations and already had been used before in a household.

An update on OHHA Board ACC’s action recently. Richard Rouse has been looking for a repair contract for the pool fence. After comparing the estimates, he found it best to replace the whole fence for a bid of $7,800 from Penick Welding, Center Point, which included Rhino finish on all pickets and base posts with pointed tops welded on to replace the round tops. The pickets will be closer together than before. The present fence is 15 years old. The fence will follow the same line as before. The color will be black to match the rhino finish.

The ACC went to the City of Kerrville for the project permit and because Penick Welding had not done business in Kerrville, two surety bonds were required. Mr. Penick declined to proceed with the job after that additional expense was required. The City of Kerrville is presently undergoing serious problems with the codes and permits and the City Council has recently abolished several prior regulations and requirements and it may help to go back and ask again about the project.

Question: If Rhino finish is done, what’s the life expectancy of the fence? Answer: This finish is comparable to the pickup bed liners and is very strong and tough and long lasting. The problem on the base of the fence has been exposure to the pool water and chemicals that create rust. It has been costing $1,500 per year for repairs.

The graffiti on the back wall of the clubhouse was reported to the police. The police have determined that this is not gang related tagging. The OHHA will now have the costs of removing the graffiti from the wall.

Some of the nearby neighbors have seen people in the pool swimming and drinking beer, during the winter when the pool was CLOSED. This is clearly trespassing and a violation of the law. If you see anyone in the pool when the signs show closed, call a Board Member, who will call the police.

Question from Sue Stewart: What would be the cost of putting motion sensor lights at the back and front of the clubhouse? There are already motion sensor lights on the front patio. A cost review for cameras or continuous dusk to dawn night lights was found to be very expensive and intrusive.

Herb Rachac wanted to thank Ken and Bev Bond for their clean-up work along Oak Hollow in from Highway 16. They picked up two huge bags of trash. Herb wanted to acknowledge their hard work to improve our neighborhood and the entry into our community.

It was noted that the problem of rocks being thrown in the pool still occurs. Bob Young asked for helpers for the pool’s open season to do the once-a-week testing of the water. Please call him if you can help on this summer project. The pool opens May 1st. The pool fence repairs/replacement are on hold for now.

Comment from Bob Belding that recently out in the alley he found a siphon kit and called the police. They said they recommend he notify all the neighbors and everyone needs to keep a lookout for strange activity and to call the police if there was a problem. Herb Rachac commented it was important to be aware of your neighborhood and if you see a car with people in it just sitting there and you never saw them before, or there’s a person walking around at a strange time of the night who you never saw before, call the police to have it checked out.

This month’s Saturday Social will be on April 26th for a Fiesta with potluck Mexican foods. A thank you was given for Nola Steinert, Cora Miller, Mary Ellen Rachac and Mary Lou Courtney who have worked and decorated for the Saturday Socials since the beginning of the year. There has been good attendance and these socials are very enjoyable and a wonderful way to meet our neighbors.

Ballots were collected and counted and the proposed 2009 budget passed unanimously.

The Board’s three vacancies had three names shown: Romaine Slabbaert agreed to continue as Treasurer and Cora Miller agreed to continue as Secretary. Are there any other nominations from the floor? None. Motion by Richard Rouse to accept these two continuing in their Board positions, and that Dale Steinert be elected for the remaining vacancy; seconded by Mimi Witteman. Unanimously approval.

Question asked about the flooding problems down on Oak Valley and if the City was proposing to solve the problem? Mary Slabbaert said the City has no plans because they have no money to do anything about the problem here. It was discussed and agreed that the Board should sent a letter to the City about the problem of flooding and request action/solutions.

Next regular scheduled meeting - May 15th, 7 pm. All future OHHA Board meetings will be held on the second Thursday of the month.
